Minister for petroleum an resources to resign 2019

The minister of petroleum resources in Nigeria Emmanuel Ibe kachikwu has given his words in an interview granted by Stephen Sackur on BBC HardTalk that he wants to ensure that Nigeria is self sufficient in oil by 2019 or he will resign.
The minister spoke after being asked when Nigeria would be self- sufficient in refining petroleum products. the following dialogue ensued :
Kachikwu: I have stated is 2019 is the target
BBC: and if you don't, you will walk away?
Kachikwu: Yes of course that is the reason why you are in government
He also added "I have delivered on everything since i came to office. first, i took NNPC and moved them into a profit making organization first time in history and reshaped the organization. I have been able to get Nigeria's refineries to produce 7million liters of petroleum products since being sworn in as compared to zero production before my tenure.
